Railway Ministry introduces new checks on booking of e-ticket/i-ticket through IRCTC website with a view to further prevent possible misuse Under the new provisions a maximum of 6 tickets can be booked online by an individual user in a month on IRCTC website This new provision will come into effect w.e.f. 15th February, 2015. The move aims to deter touts and to facilitate genuine users  

In order to facilitate genuine users and prevent touting activities, various checks have already been put in place for the booking of e-ticket/i-ticket on IRCTC website including the following : - 

1.      Individuals are allowed only 2 tickets per user-ID in a day (for ARP booking) from 08:00 hours to 10.00 hours.

2.      Individuals are allowed only 2 tickets per user-ID in a day (for Tatkal booking) from 10:00 hours to 12:00 hours.

3.      A maximum of 10 tickets can be booked online in a month by an individual.

4.      Quick Book Option is disabled from 08:00 to 12:00 hours

5.      All types of ticketing agents (YTSK, RTSA, IRCTC agents etc.) have been debarred from booking tickets during the first thirty minutes of opening of booking i.e. from 08:00 to 08:30 hours for general bookings, and from 10:00 to 10:30 hours and 11:00 to 11:30 hours for Tatkal booking in AC and non-AC classes respectively.

6.      Booking is not allowed through e-wallet and cash cards from 08:00 to 12:00 hours.

7.      There is only one booking in one user login session except for return/onward journey between 08:00 to 12:00 hours.  

To further prevent any possible misuse, Ministry of Railways has now decided that effective from 15th February, 2016, a maximum of 6 tickets can be booked online by an individual user in a month on IRCTC website. This will replace the existing system under which a maximum of 10 tickets can be booked online through IRCTC website in a month by an individual. However, the existing condition will continue wherein these booking will be subject to a limit of booking 2 opening Tatkal tickets in 10:00- 12:00 hours period in a day and 2 opening Advance Reservation Period (ARP) tickets in 08:00-10:00 hours period in a day. 

This has been done keeping in view the analysis of usage of quota of 10 tickets which indicated that 90% of users are booking upto 6 tickets in a given month and only 10% are making more than 6 tickets. It is suspected that the 10% users might be involved in touting activities. Therefore to deter such touts and to facilitate genuine users, it has been decided that a maximum of 6 tickets can be booked by an individual user in a month.

(a) The number of employees working in the post offices across the country is 189719.

(b) Yes, Sir. 

(c) There is shortage of 11058 postmen and 2335 postmasters. All cadres in the Department have fixed sanctioned strength and whenever any posts in any of the cadres fall vacant due to promotion, retirement, death, deputation or leave, duties of such posts are managed by redistribution and combination of duties in post offices for ensuring smooth delivery of postal services till the time these posts are filled up on regular basis in the Circle concerned. Filling up of such vacancies is an on-going process in the Department as per the provisions contained in the Recruitment Rules of each cadre.

The Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Amendment Act, 2015 to be enforced with effect from January 26, 2016 
The Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Amendment Act, 2015 to ensure more stringent provisions for prevention of Atrocities against Scheduled Castes and the Scheduled Tribes will be enforced with effect tomorrow i.e. January 26, 2016.

Consequent upon passing of the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Amendment Bill, 2015 by the Lok Sabha on August 04,2015 and Rajya Sabha on December 21, 2015, to make amendments in the Principal Act, namely, the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) {PoA} Act, 1989, the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Amendment Act, 2015, as assented by the President on December 31, 2015, was notified in the Gazette of India Extraordinary on January 01, 2016. After framing the rules for enactment, now it will be enforced by the Central Government with effect from January 26, 2016.

The key features of the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Amendment Act, 2015, are:

•New offences of atrocities like tonsuring of head, moustache, or similar acts which are derogatory to the dignity of members of Scheduled Castes and Scheduled Tribes, garlanding with chappals, denying access to irrigation facilities or forest rights , dispose or carry human or animal carcasses, or to dig graves, using or permitting manual scavenging, dedicating a Scheduled Caste or a Scheduled Tribe women as devadasi, abusing in caste name, perpetrating witchcraft atrocities, imposing social or economic boycott, preventing Scheduled Castes and Scheduled Tribes candidates from filing of nomination to contest elections, hurting a Scheduled Castes/Scheduled Tribes woman by removing her garments, forcing a member of Scheduled Caste/Scheduled Tribe to leave house , village or residence, defiling objects sacred to members of Scheduled Castes and Scheduled Tribe, touching or using words, acts or gestures of a sexual nature against members of Scheduled Castes and Scheduled Tribe.

•Addition of certain IPC offences like hurt, grievous hurt, intimidation, kidnapping etc., attracting less than ten years of imprisonment, committed against members of Scheduled Caste/Scheduled Tribe, as offences punishable under the PoA Act. Presently, only those offences listed in IPC as attracting punishment of 10 years or more and committed on members of Scheduled Caste/Scheduled Tribe are accepted as offences falling under the PoA Act.

•Establishment of Exclusive Special Courts and specification of Exclusive Special Public Prosecutors also, to exclusively try the offences under the PoA Act to enable speedy and expeditious disposal of cases.

•Power of Special Courts and Exclusive Special Courts, to take direct cognizance of offence and as far as possible, completion of trial of the case within two months, from the date of filing of the charge sheet.

•Addition of chapter on the ‘Rights of Victims and Witnesses’.

•Defining clearly the term ‘wilful negligence’ of public servants at all levels, starting from the registration of complaint, and covering aspects of dereliction of duty under this Act.

•Addition of presumption to the offences –If the accused was acquainted with the victim or his family, the court will presume that the accused was aware of the caste or tribal identity of the victim unless proved otherwise.

EPFO may pay 9% interest on PF deposits for 2015-16


Retirement fund body EPFO may provide 9 per cent interest on PF deposits for this fiscal, which is higher compared to 8.75 per cent provided in previous two fiscals to its over five crore subscribers.

"The income projection of Rs 34,844.42 crore for the current fiscal is expected to be revised upward. Thus the body can provide 9 per cent rate of interest on PF deposits for 2015-16," an EPFO trustee and Bharatiya Mazdoor Sangh Secretary P J Banasure told PTI.

Great news for all the government jobs aspirants as Indian Postal Circle is going to announce one of the biggest employment notifications very soon. The recruitment will be organized for selection of eligible staff for Postal Assistant and Sorting Assistant posts on its official site www.indiapost.gov.in. Now all those qualified candidates are invited for 20000 upcoming job opening whose link will be soon available at their official site. This notification will bring good news for those entire aspirants who were looking for government jobs, 10th pass government jobs, 12th pass government jobs, post office jobs etc.

According to report, India post is going to hire candidates for Postal Assistant and Sorting Assistant posts, Stenographers, Postman and Mail Guard, MTS, Postmaster Cadres, Hindi Typist, Inspector, Director Posts, etc. Aspirant must have completed their Matriculation or Intermediate from recognized board and diploma/ graduation/ bachelors or its equivalent in required discipline from recognized university or institute. The Department of Posts has constituted a committee under the chairmanship of Shri Kamlesh Chandra, Retired Member of Postal Service Board to review the existing conditions of services, emoluments and other facilities such as discharge facilities, social security benefits welfare measures, methods of recruitment, minimum qualification for engagement, conduct and disciplinary rules of Gramin Dak Sewaks (GDS). The committee is constituted at a time when transformation is taking place in the rural post offices due to implementation of IT projects of the Department of Posts. The committee would like to know your views on the above issues to give its recommendations.

Minimum Educational Qualification: 10th (Matriculation) or its equivalent examination (OR) ITI equivalent or National Apprenticeship Certificate (NAC) granted by NCVT.

Selection Process: Single stage Online Exam, documents verification and medical examination. The Online exam scheduled to be held between 15th February to 25th February 2016.

Online Exam Details: 
(1) The Question papers will be of Objective Multiple Choice Type.
(2) The standard of questions for the online examination will be generally in conformity with the educational standards prescribed for the posts. Question will be objective in nature with aim to assess general knowledge / awareness, mathematics and reasoning etc. The question paper will have 100 questions.
(3) There shall be negative marking in online examination and marks shall be deducted for each wrong answer@1/3rd of the marks allotted for each question.
(4) Duration - Duration of the examinations will be 90 minutes. Extra time of 30 minutes shall be allowed to the VH candidates, where scribe is allowed.
