SOME IMPORTANT  GDS,POSTMAN MATTERS TAKEN UP WITH SECRETARY POSTS BY OUR FEDERATION/CHQ DURING THE JCM DC MEETING HELD ON 20.12.2016--2




ITEM  1 : Withdrawal of all disciplinary proceedings against- DDOs and APM Accounts due to excess drawal of salary to the Postmen on fixation of pay after the fifth Pay Commission---- A Separate Committee will the examining the matter .

ITEM  2 : Grant of Incentive for acquiring fresh higher qualification- reg.---- Action will be taken as par DOP&T O.M. No. 1/2/89-Estt. (Pay-I).
ITEM  3 : Issue of Departmental identity Cards to all staff, including GDS – reg.-------Orders are being issued.  

ITEM  4 : Filling up of Senior Postmaster vacancies with Postmaster Grade-III –reg.-----Seniority list is being finalize their after action will be taken.

ITEM  5 : Hardships to female trainees deputed for in service training to PTC Mysore.—Separate will be created.

ITEM  6 : Grant of Incentive & Commission on PLI Business to working staff par with Agents & field officers-reg.-----Revised incentive structure linked with premium will be issued and then problem will be solved

ITEM  7 : Filling up of Post of Wireman / work Clerk  –reg----- Instruction have been issued.

ITEM  8 : Counting of periods of adhoc officiating / promotion  for increment –reg.------DOP&T No. 19/2/2013-Estt. (Pay-I) dated 12-12-2013 will be retreated.

ITEM  9 : Repatriation of PAs deputed to Circle/  Regional offices from divisions for PLI/RPLI work-reg.------ Letter dated 8-3-2016 will be retreated.  

ITEM  10 : Spot payment of incentive to SPM/ BPM for securing RPLI business. ---Although MOF is rejected but once again Secretary (P) will take-up the matter to MOF in due-course. 

ITEM  11 : Representation of department in the cases field in Consumer Forum and other courts.--- Action will be taken.

ITEM  12 : Duplication of work in branches after their computerization –reg.----Instruction will be issued to avoid duplication.

ITEM  13 : Request for discontinuance the practice of obtaining fidelity / security bond from the employees handling cash. -----Matter will be examined.

ITEM  14 : Providing additional hand to single handed offices due to decentralization and various new works etc. –In due course all single handed offices will be converted into Double handed post offices.

ITEM  15 : Instructions to stop Irregular Rule-37 Transfers :---------- Matter may be represented to the CPMG . If not satisfied matter may be represented with Directorate.

ITEM  16 : Grant of Split Duty Allowance-Clarification requested.------- Action according to letter dated 12-8-2014 may be taken. To remove ceiling of 5 K.M. , MOF will be consulted.  

ITEM  17 : Non-Drawal of HRA to the officiating SPMs working at offices having attached quarters.------ Instructions in respect of Adhoc cases will be issued shortly.  

ITEM  18 : Enhancement of Financial powers of HSG-I, HSG-II & LSG Postmasters.----Financial power HSG-I, HSG-II & LSG-I will be increased reasonably.  

ITEM  19 : Budgetary allotment for Computer Advance. ------There is enough fund in Directorate . Circles may send the requirements.

ITEM  20 : Fixing Norms / Time Factors to Postal Stores Depot, Circle stamp Depot & creation of establishment.---There is written documents for PSDs . That will be retreated for CSDS matter will be examined. 

ITEM  21 : Non implementation of Delhi High Court orders on revision of pay scales of packers , Foreign Post, case of Chennai Foreign Post in Tamilnadu Circle. ---- Letter dated 7-9-2015 contains all the relevant instructions . Specific cases of non implementation may be brought to the notice of Directorate.

ITEM  22 : Non refund of the amount recovered under the New Pension Scheme & Non settlement of dues to the deceased / retired employees under NPS .---- 74 Cases from Different Circles were identified . All the cases will be settle within a month.   
    
ITEM  23 : Revision of Honorarium to the arrangements less than 14 days in Treasuries in Post office. ---- Matter is under examination.

ITEM  24 : Grant of flight fare to officials working in North-Eastern Region while deputed for training outside NE an also for LTC tour.---- The issue is correct and the problem will be examined and orders will be issued very early.  

ITEM  25 : Ambiguity in the orders granting conveyance allowance to Systems administrators. -----Order dated 17-04-2012 will be examined.  

ITEM  26 : Replacement of outdated computer, Printers, UPS & providing AMCS to Computer Peripheral –case of Tamilnadu Circle .-------The entire matter is ready for procurement . 

ITEM  27 : Maintaining Waiting list of qualified GDS/ MTS for promotion to Postman Cadre. --------- The matter will be examined and order will be issued within a month

ITEM  28 : Case of Sexual Harassment of Women.------ Specific cases may be brought out to the notice of Directorate.

ITEM  29 : Provisioning the facility of mobile to Mail Overseer / Cash Overseers and Postman ;-----More than Rs. 100/- will be provided to all these employees.  

ITEM  30 : To create new additional Postman post and increase at least 20,000 to 25,000 number of postman Posts.--- On line testing method for recruitment is being formulated . The entire exercise will be completed within six months.  

ITEM  31 : Implementation of CGM (MB) Order- Case of all Circles. -----Some Circles have not provided length of Beats within one month decision will be taken.

ITEM  32 : Revision of Eligibility for MTS to (PA-SA) LGO Examination –Reduce 5 years to 2 years.------ Recruitment Rules will be examined.  

ITEM  33 : Adoption of CGHS Rates revised in the year 2014.--- Although the orders have been issued to all Circles . If the any specific case it may be brought to the notice of Directorate.  

ITEM  34 : Departmental promotion of MTS .------ The matter will be examination.
ITEM  35 : Up-gradation of Grade pay to Wireman . ----- Matter will be examination.

ITEM  36 : Grant of Selection Grade Pay to Lift Operators.—Postal Dte. will issue separate order for the purpose.

ITEM  37 : Payment of OTA to the official drawing mere than Rs. 2200/- pre revised scale. ------The case of ceiling of OTA as well as rate is being examined will be DOPD&T & MOF.

ITEM  38 :Polythene bags from RMS offices.------ Specification for each categories of Mails have been obtained by the Committee. Procurement will be done at earliest.

ITEM  39 : Utilization of MNOP Funds.------- Rs. 18 Crores has been obtained by Department . Priority list for expenditure of will be prepared and fund will be exhausted.  

ITEM  40 : Norms for Parcel hubs. --------Work study unit of Department is formulating the norms.

ITEM  41 : Replacement of sealing wax.-----The sealing wax will be replace with  plastic tags .
ITEM  42 : Railway co-ordination committee. ------ Secretary (P) has attended a meeting with Railway Board .  Break vans and SLR coaches in required trains can be obtained in due course .

ITEM  43 : Holiday home at Kanya Kumari has been closed.---CPMG T.N. Circle will be asked to complete the formality.   

ITEM  44 : Extension of facility for the PLI policy holders working in state/ Central / undertaking Govt. directly from their salary. ------For salary deduction all units being consulted.

ITEM  45 : Ensure correct fixation of those  MTS who were granted ACP-I & ACP-II between 01-=01-2006 and 31-08-2008 while fixing up of pay on MACP after 01-09-2008 while fixing up of pay on MACP after 01-09-2008 in the light of Postal Dte’s order 1-20/2008-PCC dated 04-11-2013. --- The letter dated 4-11-2013 will be retreated. Specific cases brought to notice of Directorate.

ITEM  46 : Decision of similarly situated cases once decided by Apex Court to maintain uniformity & liquidity of litigations. ------The matter will be examined.

ITEM  47 : Posting of office bearers on sensitive Posts.—Sensitive Posts in all branches of Posts has been defined. Regarding for posting on sensitive will be retreated.

ITEM  48 : Departmental Buildings for PAOs .------ FRAC for Dehradun PAOs has been completed. 

ITEM  49 : Violation of Business hours in various circles, prescribing their own- request to stop such arbitrary actions.  ---------Instruction for working on normal business hours only has been issued it will be retreated.

ITEM  50 : Amendment to the PA Recruitment Rules –  Regarding Examination will be Regional language some action may be taken in future.

To

            All General Secretaries & NFPE office Bearers
            All Circle Secretaries of NFPE Unions.


Comrades,

            Federal Secretariat Meeting of NFPE  was held at NFPE Office , North Avenue , New Delhi on 19.12.2016 under Presidentship  of Com. Giri Raj Singh , President NFPE .

             All available General Secretaries and NFPE office bearers participated in the meeting.
             Federal Secretariat thoroughly discussed the role of Central Government and various Committees on allowances and expressed resentment for extending further 2 months period of Committees. Now it is crystal clear that the payment of enhanced allowances will not be made before April-2017.

             Federal Secretariat reviewed the participation of NFPE in Parliament March on 15.12.2016 and expressed satisfaction on large number participation of members despite of all odds i.e. bad weather, cancellation of trains & flights and cyclone in Tamilnadu and Andhra.
  
            Federal Secretariat unanimously endorsed the decision of Confederation to go on One Day Strike on 15th February-2017. Vigorous campaign will be launched among the membership to make them understand the necessity of strike. All All India leaders of NFPE unions will be entrusted for campaign programme NFPE Circle Co-ordination Committee are also requested to launch vigorous Campaign in Circle.


            NFPE is trying to launch this strike under the banner of PJCA. We have contacted leaders of FNPO to some extent they are agreed. After receipt of communication from FNPO. Then we will issue PJCA Circular soon.

            Campaign programme of All India Leaders will be  circulated soon.

             The Charter of demands along with common demands of CGES as notified  by the Confederation will be made  as Part ’A’ and Part ’B’.


            Our Sectional demands will be as under:     

CHARTER OF DEMANDS 
  
1.    Settle the demands of various cadres of Postal department relating to 7th CPC recommendations submitted to Secretary, Posts in memorandum dated 08.12.2015.
2.    Implement cadre restructuring in all remaining cadres in the Department of Posts and settle the residual issues arising at implementation stage. Finalize RRs in MMS Cadres.  
3.    Grant Civil Servant status to Gramin Dak Sevaks and grant all benefits of departmental employees on pro-rata basis./Publish GDS Committee  Report.

4.    Revision of wages and payment of arrears from 01.01.2006 to all casual, part-time, contingent and daily-rated mazdoors and regularization of services.

5.    Fill up all vacant posts in all cadres including promotional posts and GDS.

6.    Conduct membership verification of Gramin Dak Sevaks and declare the result of the verification already conducted among departmental employees during 2015.

7.    Revision of OTA & OSA and fixation of norms for CRC/Speed post and Parcel in RMS and FMC for Postman Cadre.

8.    Settle problems arisen out of implementation of CSI and CBS.
9.    Grant of upgraded 3050 pay scale to Postmen w.e.f. 1.1.1996 as per Supreme Court Judgment.Change of RRs of Postmen/MTS.

10. Withdraw “Very Good” bench mark condition for MACP and future increments and holding of DPCs timely..
11. Grant of S D.A. & HCA to the Assam & NE & remove discrimination..
12. Problems arisen out of demonetization Scheme and grant additional remuneration of full       day salary for Sunday/Holiday and hourly rate for extended duty hours. Provide proper infrastructure including fake currency detector and counting machines. Not to direct the officials to make good the loss where fake currency machines are not provided.
13 Stop Sunday/Holiday working completely.
14. Discussion on     Memorandum of AIPSBCOEA.
15. Declaration of Result of LGO & other LDCEs in remaining Circles.
16. Finalization of Recruitment Rules of AAO Cadre in Postal Accounts and review of result for SC/ST -2012 Exam.
17. Repairing and Maintenance of Departmental Buildings.
18.Payment of revised  wages to the GDS/ Casual Labourers  substitutes  who are working on the  posts of Postmen, Mail guard, MTS etc,
19. Stop Trade Union victimization.
20.All COs/ROs & DPLI office Kolkata may be  allowed  to function CPCs.

            NFPE appeals to all rank and file to make all efforts to make the 15th February-2017 One Day Strike a grand success.

Please refer to our circular DCM (Plg) No. 1859/10.27.00/2016-17 dated December 19, 2016. On a review of the above, we advise that the provisions of the above circular at sub para (i) and (ii) will not apply to fully KYC compliant accounts.

அன்புத் தோழர்களே ! நமது  GDS ஊதியக்குழு  தொடர்பான  செய்திகள். 

 நமது ஊதியக்குழு திரு கம்லேஷ் சந்திரா தலைமையில் அமைக்கப்பட்டு கடந்த 24.11.2016 அன்று நமது இலாக்கா முதல்வருக்கு அளிக்கப்பட்டு விட்டது ஆனால் இது நாள் வரை அந்த அறிக்கையை அஞ்சல்துறை வலைதளத்தில் பிரசுரிக்கப்படவில்லை.

     நமது NFPE சம்மேளன மா பொதுச்செயலர் தோழர் R.N.பராசர் அவர்கள் அஞ்சல்துறை முதல்வரை சந்தித்து பல முறை கேட்டுள்ளார். மிக காலதாமதம் செய்வது சரியல்ல என தெரிவித்து கடந்த டிசம்பர்  05 மற்றும் 06.12.2016 தேதிகளில் அந்தந்த இடங்களில் ஆர்ப்பாட்டம் நடத்திடுமாறு கேட்டுக்கொண்டார்.

    ஆனால் தமிழகத்தில் முதல்வர் செல்வி J .ஜெயலலிதா உடல் நிலை கவலைக்கிடமாக இருந்ததால் எல்லா கோட்டங்களிலும் முழுமையாக நடத்த முடியவில்லை.
    இறுதியாக நமது மா.பொதுசெயலாளர் இலாக்கா முதல்வரை சந்தித்த பொழுது  நிச்சயமாக 31.12.2016 க்கு பிறகு அரசிடம் அனுமதி பெற்று அதற்க்கான நடவடிக்கை எடுக்கப்படும்  என உத்திரவாதம் அளித்துள்ளதாக நமக்கு தகவல் தெரிவிக்கப்பட்டுள்ளது. பொறுப்போம் நல்லது நடக்க காத்திருப்போம் .
   இல்லையேல் !!! உடன் போராட்ட இயக்கங்களுக்கு நமது NFPE சம்மேளனம் அறைகூவல் விடுப்பதில் தயங்காது என்பதை நிரூபிப்போம்.

Restriction on Deposit of WOS Notes into Post Office SB Account - Directorate Order



Subject: Restriction on Deposit of WOS Notes into SB Account 

        Kindly refer to the SB Order No. 12/2016 dated 08.11.2016 (Para No. 02 (iii) ) regarding deposits of WOS Notes. There is a partial modification in the acceptance of deposits of WOS notes. RBI vide their notification number RBI/2016-17/189 DCM (Plg) No. 1859/10.27.00/2016-17 dated 19.12.2016 has decided to place certain restrictions on deposit of SBNs (Specified Bank Note/WOS Notes) into the accounts by allowing deposits in excess of Rs. 5000/- will be received for credit only once during the period till December 30th, 2016. Copy of the RBI notification is attached herewith. 

It is requested to kindly issue necessary instructions to all concerned in this regard.

Dear Sir,
Withdrawal of Legal Tender Character of existing ₹ 500/- and ₹ 1000/- Bank Notes (Specified Bank Notes) - Deposit of Specified Bank Notes (SBNs) into bank accounts
Please refer to Circular DCM (Plg) No.1226/10.27.00/2016-17 dated November 08, 2016 on the captioned subject. On a review of the provisions ii, iii and iv at C of Para 3 dealing with credit of the value of SBNs into bank accounts it has been decided to place certain restrictions on deposits of SBNs into bank accounts while encouraging the deposits of the same under the Taxation and Investment Regime for the Pradhan Mantri Garib Kalyan Yojana, 2016 as indicated below:
  1. Tenders of SBNs in excess of ₹ 5000 into a bank account will be received for credit only once during the remaining period till December 30, 2016. The credit in such cases shall be afforded only after questioning tenderer, on record, in the presence of at least two officials of the bank, as to why this could not be deposited earlier and receiving a satisfactory explanation. The explanation should be kept on record to facilitate an audit trail at a later stage. An appropriate flag also should be raised in CBS to that effect so that no more tenders are allowed.
  2. Tenders of SBNs up to ₹ 5000 in value received across the counter will allowed to be credited to bank accounts in the normal course until December 30, 2016. Even when tenders smaller than ₹ 5000 are made in an account and such tenders taken together on cumulative basis exceed ₹ 5000 they may be subject to the procedure to be followed in case of tenders above ₹ 5000, with no more tenders being allowed thereafter until December 30, 2016.
  3. It may also be ensured that full value of tenders of SBNs in excess of ₹ 5000 shall be credited to only KYC compliant accounts and if the accounts are not KYC compliant credits may be restricted up to ₹ 50,000 subject to the conditions governing the conduct of such accounts.
  4. The above restrictions shall not apply to tenders of SBNs for the purpose of deposits under the Taxation and Investment Regime for the Pradhan Mantri Garib Kalyan Yojana, 2016.
  5. The equivalent value of specified bank notes tendered may be credited to an account maintained by the tenderer at any bank in accordance with standard banking procedure and on production of valid proof of Identity.
  6. The equivalent value of specified bank notes tendered may be credited to a third party account, provided specific authorisation therefor accorded by the third party is presented to the bank, following standard banking procedure and on production of valid proof of identity of the person actually tendering, as indicated in Annex-5 of our circular cited above.
