GDS ஊழியர்களுக்கு 7வது ஊதிய குழு ஊதிய பரிந்துரை, இலாகா அந்தஸ்து, 50 சதவீத ஊதியத்தை இணைத்தல் போன்ற அனைத்தும் வழங்க வேண்டும். 2010ம் ஆண்டு நடைமுறையில் இருந்த ஜிடிஎஸ் காண்டைட் சர்வீஸ் திட்டத்தை மீண்டும் அமல்படுத்த வேண்டும். 2011ம் ஆண்டு கொண்டு வந்த என்கேஷ்மெண்ட் சட்டத்தை ரத்து செய்ய வேண்டும் போன்ற கோரிக்கை களை வலியுறுத்தி, 80க்கும் மேற்பட்ட ஜிடிஎஸ் ஊழியர்கள் ஒரு நாள் விடுப்பு எடுத்து தர்ணா போராட்டத்தில் ஈடுபட்டனர். இதையொட்டி

Shri RAM TAHAL CHOUDHARY Will the Minister of COMMUNICATIONS AND INFORMATION TECHNOLOGY be pleased to state:- (a) whether the Gramin Dak Sewaks are not eligible for normal facilities like Provident Fund, Pension, Gratuity etc. like the other postmen in the country; (b) if so, the details thereof and the reasons therefor; and (c) the corrective steps taken/being taken by the Government in this regard? ANSWER THE MINISTER OF COMMUNICATIONS AND INFORMATION TECHNOLOGY & LAW AND JUSTICE (SHRI RAVI SHANKAR PRASAD) (a) No, Madam, They are not eligible. (b) Gramin Dak Sevaks are not regular govt. employees. They are part time workers and are governed by a separate set of Conduct and Engagement Rules. They do not form part of the regular civil service. They are engaged for only 3-5 hours daily work. It is mandatory for them to have an independent source of livelihood before being engaged as Gramin Dak Sewak. Hon’ble Supreme Court in the case of Union of India and Others vs. Kameshwar Prasad 1998 SCC (L&S) page 447 held that P&T Extra Departmental Agent (C&S) Rules, 1964 are a complete code governing service, conduct and disciplinary proceedings against Extra Departmental Agents [now called Gramin Dak Sevaks]. On discharge from service on attaining the age of 65 years or on death, Gramin Dak Sevaks [GDS] are paid Ex-Gratia Gratuity and Severance Amount as approved for them by the Cabinet. The Ex-gratia Gratuity is paid at the rate of half months basic Time Related Continuity Allowance [TRCA] drawn immediately before discharge of service for each completed year of service subject to a maximum of Rs. 60000 or 16.5 months basic TRCA last drawn whichever is less. The minimum service prescribed for this is 10 years. In addition, Severance Amount is paid at the rate of Rs. 1500 for every completed year of service subject to a maximum of Rs. 60000. The Government has already introduced Service Discharge Benefit Scheme in lieu of severance amount scheme effective from 01.04.2011 for the benefit of Gramin Dak Sevaks on the basis of the New Pension Scheme (NPS), specifically NPS Lite Scheme launched by the Pension Fund Regulatory and Development Authority (PFRDA). Under this scheme, the Government as well as Gramin Dak Sevaks concerned now contributes @ Rs. 200/- per month. (c) Does not arise in view of reply to (b) above.

Shri MEKAPATI RAJAMOHAN REDDY Will the Minister of COMMUNICATIONS AND INFORMATION TECHNOLOGY be pleased to state:- (a) whether the Government has conducted any survey to find out vacant land under the Department of Posts; (b) if so, the details thereof along with the total area of such land, State/UT-wise including Andhra Pradesh; (c) whether the Government has any proposal for the proper utilisation of these vacant lands; (d) if so, the details thereof and if not, the reasons therefor; and (e) the further steps taken by the Government in this regard? ANSWER THE MINISTER OF COMMUNICATIONS AND INFORMATION TECHNOLOGY & LAW AND JUSTICE (SHRI RAVI SHANKAR PRASAD) (a) No, Madam. (b) Not applicable in view of (a) above. However, the details of vacant lands available with Department of Posts alongwith the total area of such land, State/UT-wise including Andhra Pradesh are enclosed as per Annexure. (c) to (e) Yes, Madam. Government constructs Departmental buildings for Post Offices/Administrative Offices and Staff Quarters on vacant land as an ongoing activity based on existing policy subject to the availability of funds under Plan Heads as provided by Planning Commission. During the 12th Five Year Plan, Government has approved construction of 75 number of post office buildings, 10 staff quarter projects and 4 administrative buildings projects.  ANNEXURE

Shri RAMACHANDRAN MULLAPPALLY Will the Minister of COMMUNICATIONS AND INFORMATION TECHNOLOGY be pleased to state:- (a) whether the Government has reviewed the quality of services rendered by the Department of Posts; (b) if so, the details thereof; (c) whether some services have been withdrawn recently by the Department of Posts; (d) if so, the details thereof along with the names of services and the reasons therefor; and (e) the corrective steps taken by the Government in this regard? ANSWER THE MINISTER OF COMMUNICATIONS AND INFORMATION TECHNOLOGY & LAW AND JUSTICE (SHRI RAVI SHANKAR PRASAD) (a) Yes, Madam. (b) The Quality of Services is regularly being monitored at Directorate and Circle level. The Department has conducted Market Research and Customer Satisfaction Surveys for seven major products namely Speed Post, Commercial Mail, International Parcel, Express Parcel post, Postal Life Insurance, Savings Bank and Money Transfer in the year 2011, 2012 & 2013. The Department has taken various initiatives to improve the quality of mail related services across the country in the recent time, which include the following : # The online Track and Trace system for Speed Post has been improvised for the benefit of the common people. Online Track and Trace system for Registered Post and Parcel has also been introduced so that people can track the status of their article on the website of the Department of Post (www.indiapost.gov.in.) # As part of Mail Network Optimization Project (MNOP), the operational network for mail delivery has been restructured and the processes have been redesignated. # An online monitoring system has been developed for more effective monitoring of Speed Post and Registered Post. As result, the quality of Speed Post has improved. In order to expedite mail sorting, Automated Mail Processing Centre (AMPCs) have been established in Delhi and Kolkata. (c) to ( e) Parcel services of the Department of Posts have been rationalized considering the market, customer demands, and for improving the quality of service. Express Parcel and Business Parcel services have been introduced by Department w.e.f. 02.12.2013 in place of Express Parcel Post which stands withdrawn. Express Parcel is a premium parcel service available for retail as well as bulk customers, which offers time bound, safe and secure home delivery of parcels. To have minimal transit time these parcels will be given airlift wherever needed. At present Express Parcel is available between 47 cities. Business Parcel aims to provide an economical distribution solution to corporate customers by providing surface transmission of the parcels. The Certificate of Posting and Telegraph Money Order services have been withdrawn by the Government. Rule 195 of the Indian Post Offices Rules 1933 on Certificate of Posting was deleted vide GSR 58(E) dated 31.1.2011. The Gazette notification with regards to withdrawal of Telegarph Money Order service is to be placed on the Table of House in the ongoing Budget Session of the Parliament.
