Dear Comrades,

The 3^rd All India Conference of AIPEU-GDS is decided to hold in Allahabad, Uttar Pradesh Circle on 16^th & 17^th of March 2018. Hope that formal communication has been reached to almost all divisions of all Circles through the respective Circle Secretaries / CHQ Office bearers of AIPEU-GDS.

Allahabad is the second oldest city in India and well known for its historical, mythological, cultural importance and a popular sacred place namely, triveni sangam.

Number of trains runs towards Allahabad & through Allahabad; easy accessible to reach the City. Some other major stations nearby Allahabad are viz., Lucknow, Kanpur, Varanasi. There are number of visiting places in and around Allahabad to enjoy the cultural diversity of our country.

From southern states viz., Kerala, Tamil Nadu, Andhra Pradesh, Karnataka, Telangana, Odisha – number of daily trains, weekly trains are running towards Allahabad: for eg.,

  அன்பார்ந்த தோழர்களே! ஊழியர்களுக்கு சாதகமாக பெறப்படும் தீர்ப்புகளை ஏன் உத்தரவாக பெறக்கூடதா ?பெற முடியாதா  ?

          
சமீபகாலமாக நமது தோழர்கள் பல வழக்குகளில் தனியாக சென்று வெற்றிபெற்று அதன் பயனை பெற்றுவருகிறார்கள் என்பது சந்தோசம் தான் ..இலாகாவும் அப்படி வழக்கு தொடுத்தவர்களுக்கு மட்டும் அதை அமுல்படுத்துகிறது .அதே பாதிப்புள்ள அனைவருக்கும் அதை விரிவு படுத்த மறுக்கிறது .உதாரணமாக 

1.2004 க்கு முந்திய காலியிடத்திற்கு 2004 க்கு பின்பு தேர்ந்தெடுக்கப்பட்ட ஊழியர்களுக்கு பழைய பென்ஷன் பொருத்தும் என்ற உன்னத தீர்ப்பு 

2.GDS  குரூப் D அல்லது தபால்காரராக நியமனம் ஆனபின் அவர்கள் GDS பணிக்காலத்தை 5/8 என கணக்கிட்டு அவர்களுக்கு பழைய பென்ஷன் கொடுக்கலாம் என்ற டெல்லி முதன்மை நீதிமன்ற தீர்ப்பு

போராடியோ அல்லது நீதிமன்றத்தில் மத்தியசங்கத்தின் சார்பாக ஒரே வழக்காக எடுத்து வாதாடியோ ஊழியர்களுக்கு நன்மை பயக்கும் வகையில் புதிய முயற்சியில் இறங்க வேண்டும் -அல்லது உச்சநீதிமன்ற தீர்ப்பை வழக்கு தொடுத்தவர்களுக்கு மட்டும் என்றில்லாமல் சம்பந்தப்பட்ட அனைவர்க்கும் பொருந்தும் என்ற உத்தரவினை Department JCM கூட்டத்தில் வைத்து பெற்றுத்தரவேண்டும் என எதிர்பார்க்கிறோம்

தமிழக அஞ்சல் நான்கு  NFPE/ FNPO சங்கங்களின் சார்பில் சென்னை அண்ணா சாலை 

CPMG அலுவலக வாயிலில்  அவுட்சோர்ஸ்  போஸ்டல் ஏஜென்ட்  திட்டத்தை எதிர்த்து 

29-12-17   அன்று  நடைபெற்ற தர்ணா போராட்டத்தில் கிடைத்த இடைப்பட்ட நேரத்தில், 

 NFPE- P3,  மாநில செயலாளர் தோழர், J.ராமமூர்த்தி அவர்கள், NFPE- P3, மாநில

 பொருளாளர் தோழர்,A.வீரமணி அவர்கள், AIPEU-GDS(NFPE) மாநில செயலாளர் தோழர்,R.தனராஜ் அவர்கள்  கும்பகோணம் NFPE-P4 பொருளாளர்,

தோழர், B.தம்பிராஜ் அவர்கள், பாண்டிச்சேரி கோட்ட NFPE P3,  செயலாளர், தோழர்  வாசு  அவர்கள், APMG STAFF , AD INVESTIGATION , AD PLI , CPMG PA, DPSHQ PA உள்ளிட்டவர்களை சந்தித்து P3,P4,GDS  ஊழியர்கள் பிரச்சினைகள் குறித்து  விவாதித்து பேசினர். 

GDS  விசயங்கள்-

GDS  ஊழியர்கள்  பணியிடமாற்றம் கேட்டு விண்ணப்பித்த  இடங்கள்.(குறிப்பாக கும்பகோணம், நாகப்பட்டினம் கோட்டங்கள்)  நிரப்பபடாமல் வருடக்கணக்கில் கால தாமதம் ஏற்பட்டுள்ளதை சுட்டிக்காட்டி கேட்டபோது, அனைத்து விண்ணப்பங்களும் பரீசிலனை செய்யப்பட்டு அனுப்பப்பட்டுள்ளது. அந்தந்த கோட்டங்கள், மண்டல அலுவலகங்கள் ஆணை பிறப்பித்தாலே போதும். மேலும் விண்ணப்பங்களில் உள்ள குறைகளை குறிப்பிட்டு அதனை சரி செய்து உடனே அனுப்ப   அறிவுறித்தி உள்ளதாகவும்  கூறினார்.

பட்டுக்கோட்டை டிவிசனை சார்ந்த தோழர்   ஒருவர்மீது இருந்த இலாகா பூர்வமான   நடவடிக்கைகள் விலக்கி கொள்ளப்பட்டு ஓய்வுபெற்ற  பின்னும்  இதுவரை ஓய்வுகால பணிபலன்கள் வழங்கப்படாதது குறித்தும் பேசினோம்.அது குறித்து உரிய நடவடிக்கை எடுப்பதாக கூறியுள்ளார்கள்.

GDS  ONLINE  தேர்வில் ஏற்பட்ட காலதாமதம் குறித்தும் பேசினோம். மற்ற சர்க்கிளை பார்க்கும்போது  நமது தமிழ்நாடு சர்க்கிளில்தான் வெறும்  128 காலியிடங்களுக்கு 1.50  லட்சம் பேர் விண்ணப்பித்து இருந்தனர். அவர்களது  சான்றிதழ்கள்,

அனைத்தும் கவனமாக   பரீசிலனை செய்யப்பட்டதால் ஏற்பட்டதாக கூறினார். 

விரைவில்  காலியிடங்கள்  இறுதிசெய்யப்பட்டு, அடுத்த காலியிடங்கள் குறித்து அறிவிப்பு வெளிவரும் என்றும் கூறினார்.

P3 ,P4 விசயங்கள்

 

 எழுத்தர்களை பொறுத்தவரை  கேடர் சீரமைப்பு ஆணை பொங்கலுக்குள் போட்டுவிடுவதாக கூறினார்., புதிதாக தேர்ந்து எடுக்கபட்ட ஊழியர்களின் சீனியாரிட்டி அவர்கள் பெற்ற மதிபெண்கள் அடிப்படையில்  எடுக்க உள்ளதால் மேலும்மேலும் திருத்தங்கள் கூற வேண்டாம் ,  என்றும் CSI வேறு வர உள்ளதால், முடிந்தால் இந்த வாரத்திலேயே போட முயற்சி செய்வதாகவும் கூறினார்.

RULE -38   TRANSFER

 தபால்காரர், எழுத்தர்களை பொறுத்தவரை  5   ஆண்டு பணி முடித்தப்பின் தான்  பணியிடமாற்றம் வழங்கப்படும். சர்பிலஸ் இடங்களில் பணியாற்றுபவர்களுக்கு வேண்டுமானால்  3  ஆண்டு பணி முடித்தப்பின்  பணியிடமாற்றம் வழங்கப்படும். MUTUAL  TRANSFER  கேட்டால் விலக்கு அளிக்கலாம் என்றார்.   மற்றபடி சங்கங்கள் மேல்மட்டத்தில் பிரச்சனையை கொண்டு சென்று பேசுங்கள் என்றார். 

About Rule 38 Transfers

  





le 38 transfers may be permitted on the basis of declared vacancy i.e. direct recruit may be transferred against direct recruitment vacancy and promotee against a promotion vacancy. Further OC candidate should be transferred against OC vacancy, SC candidate against SC vacancy and ST candidate against ST vacancy.

(vi) Under Rule 38, inter-Circle and intra-Circle transfer from one distinct cadre to another viz. Post Oflices to Circle Office, Regional Office, SBCO, Postal Assistant to Sorting Assistant etc, or vice versa is not allowed. 

(vii) Only such officials who have put in minimum service of five years in the case of direct recruits in the cadre in question and three years in the case of surplus qualified officials wherever applicable would be eligible for transfer under Rule 38. Any relaxation in this regard should be matter of rarest exception. Transfer of officials who have not yet cleared the probation period should be permitted in deserving cases only.

(viii) Under the existing instructions, Heads of Circles i.e. CPMGs are fully empowered to permit such transfers with the approval of CPMG of the other Circle, where the transfer is sought. ln such cases where the prescribed conditions are met the approval of the Directorate's would not be necessary.

(ix) As and when the applications are received for such transfers, it should be recorded in the register, which will serve as priority list to be operated as and when vacancy (ies) arise.

(x) according Rule 38, an official will be allowed to seek transfer only twice during-his entire service.
