இன்று (18.11.2016) தமிழக அஞ்சல் ஊழியர் கூட்டுப் போராட்டக் குழு சார்பாக சென்னை CPMG அலுவலகத்தின் ஒரு பகுதியான அண்ணா சாலை தலைமை அஞ்சலக வளாகத்தில் சுமார் 200 க்கும் மேற்பட்ட ஊழியர்கள் கலந்துகொண்ட கண்டன ஆர்ப்பாட்டம் நடைபெற்றது .
DEMONITIZATION மற்றும் ETAIL டெலிவரி தொடர்பாக , ஞாயிறு மற்றும் விடுமுறை நாட்களில் பணி, இரவு 08.00 மணி வரை COUNTER பணி , இரவு 12.00 மணிவரை இதர பணி , அதற்கான உரிய ஊதியம் வழங்காமை , அடிப்படை கட்டமைப்பு வசதிகள் செய்து கொடுக்காத நிலை , கள்ள நோட்டு கண்டறியும் கருவி வழங்காதது , அப்படி வசதி இல்லாத அலுவலகங்களில் தவறி பெறப்படும் நோட்டுக்கள் வங்கிகளால் கண்டுபிடிக்கப்பட்டு நிராகரிக்கப்பட்டால் அதன் இழப்பை ஊழியர்கள் தலையில் கட்டுவது என்பது போன்ற பிரச்சினைகளை முன் வைத்து இந்த ஆர்ப்பாட்டம் சிறப்பாக நடைபெற்றது .

ஆர்ப்பாட்ட முடிவில் CPMG அவர்களை சந்தித்து TN PJCA சார்பில் கோரிக்கை மனு அளித்து பிரச்சினைகளை விவாதிக்கப்பட்டன. பிரச்சினைகள் விரைவில் தீர்க்கப்படாவிட்டால் எதிர்வரும் 27.11.2016 ஞாயிறு பணி புறக்கணிப்பு தமிழகம் முழுவதும் நடைபெறும் என்றும் , அதன் பின்னரும் பிரச்சினைகள் தொடரும் எனில் JCA சார்பில் வேலை நிறுத்த நோட்டீஸ் அளித்து அதன் மீது வேலை நிறுத்தம் நடத்தப்படும் என்றும் ஊழியர் தரப்பில் தெரிவிக்கப்பட்டது .
CPMG அவர்கள் ஊழியர் தரப்பின் பிரச்சினைகள் மீது உரிய கவனம் செலுத்துவதாகவும் , இலாக்கா முதல்வரிடம் இந்த கோரிக்கை மனு மற்றும் பணிப் புறக்கணிப்பு குறித்த செய்தி உடன் எடுத்துச் செல்வதாகவும் உடன் பிரச்சினை தீர்த்திட ஆவன செய்வதாகவும் உறுதி அளித்தார். மேலும் இலாக்கா முதல்வரிடம் ஏற்கனவே கள்ள நோட்டு கண்டறியும் கருவிகள் அனைத்து அலுவலகங்களுக்கும் வழங்கிட உரிய நிதி கோரியிருப்பதாகவும் உடன் இந்தப் பிரச்சினைக்கு தீர்க்கப்படும் என்றும் உறுதி அளித்தார்.
ஏற்கனவே ஒய்வு பெற்ற ஊழியர்களை கோட்டங்களில் பணிக்கு அமர்த்திட உத்திரவு அளித்துள்ளதாகவும் , அதனை அமல் படுத்திட உடன் நடவடிக்கை எடுப்பதாகவும் தெரிவித்தார்.
ஞாயிறு பணி ரத்து செய்தல் ,'C' மற்றும் 'B' கிளாஸ் அலுவலகங்களில் நோட்டு மாற்றும் வேலை ரத்து , தினமும் 4.௦௦ மணியுடன் COUNTER பணி முடித்தல் , பணி பார்த்த ஊழியர்களுக்கு பணப்பயன் வழங்குதல் உள்ளிட்ட பிரச்சினைகள் குறித்து உடனடியாக இலாக்கா முதல்வருடன் தொடர்பு கொண்டு முடிவெடுப்பதாக தெரிவித்தார். இதர பிரச்சினைகள் குறித்து எதிர் வரும் 23.11.16 அன்று அன்று நடைபெற உள்ள FOUR MONTHLY MEETINGன் போது முடிவுகள் தெரிவிப்பதாக கூறினார். சந்திப்பு பயனுள்ளதாக அமைந்தது . உடன் பலன்களை எதிர் நோக்குவோம். இல்லையேல் போராட்ட வீச்சை அதிகப் படுத்துவோம்,.

Transactions in relation to which quoting PAN is Mandatory
The Income Tax Department prescribes a list of transactions for which quoting of Permanent Account Number (PAN) is mandatory. These are listed in Rule 114B of the Income Tax Rules, 1962 which were first inserted with effect from 1st November, 1998 and have been amended from time to time. The list under Rule 114B as on date requiring PAN to be quoted includes the following banking transactions :
· Deposit with a banking company or a co-operative bank in cash exceeding fifty thousand rupees during any one day.
· Purchase of bank drafts or pay orders or banker's cheques from a banking company or a co-operative bank in cash for an amount exceeding fifty thousand rupees during any one day.
· A time deposit with a banking company or a co-operative bank or a Post Office
· Opening an account [other than a time-deposit referred to above or a Jandhan / Basic Bank Deposit Account] with a banking company or a co-operative bank.
In addition to the existing requirement of quoting of PAN in respect of cash deposits in excess of Rupees fifty thousand in a day, quoting of PAN will now also be mandatory in respect of cash deposits aggregating to Rupees two lakh fifty thousand or more during the period 09th November, 2016 to 30th December, 2016 as per an amendment notified by CBDT on 15-11-2016.
The Department has already issued close to 25 crore PAN till date. The persons requiring a PAN for complying with the above requirement may do so by applying to the NSDL in a prescribed format with the necessary documentary proof. NATIONAL POSTAL JCA DECIDES TO GO ON TRADE UNION ACTION FOR PENDING DEMANDS BY DECEMBER 2016
On behalf of TN P3 Circle Union, in the charter of demands, we have requested to modify the demand no.12 as below :-
12. Problems arisen out of demonetisation scheme and grant remuneration of full day/hourly rate salary for Sunday/Holiday /Extended duty hours.Provide proper infrastructure including fake currency detector machine and counting machine. Not to direct the officials to make good the loss, where fake currency machines are not provided.

Sub: Non-settlement of long pending demands.
Sir,
A meeting of PJCA comprising NFPE, FNPO, AIPEU-GDS & NUGDS was held at NFPE office North Avenue Post Office Building, New Delhi on 16th November, 2016 under the presidentship of Shri D. Theagarajan Secretary General FNPO. All General Secretaries of both the Federations participated in the meeting. After threadbare discussion the following resolution, programme of action and Charter of Demand was finalized.
RESOLUTION
Postal Joint Council of Action (PJCA), views with grave concern the totally negative attitude of the Central Government in settling the common demands of the Central Government employees including increase in minimum wage and fitment formula and other modifications sought for by the National Joint Council of Action (NJCA) and JCM (NC) staff side.
This PJCA further notes that in the Postal department also due to the negative attitude of the Government and Postal administration long pending demands are remaining unsettled. None of the 7th CPC related demands of various cadres of Postal department are settled. Regularization of Gramin Dak Sevaks and grant of all benefits of regular employees on pro-rata basis is still pending. The New Pension Scheme (NPS) has created uncertainty among the employees recruited after 01.01.2004, about their pensionary benefits. Department has unilaterally issued orders for outsourcing booking and delivery of registered, speed post and express parcel post articles and engaging staff on each Sunday & holiday to deliver parcels of e-commerce companies . The task force committee recommendations are not yet dropped, no effective remedial measures are taken to streamline the functioning of CBS/CSI, revision of wages and payment of arrears of casual labourers from 01.01.2006 is still pending in many circles, more than 60000 vacancies in various cadres including promotional posts are remaining unfilled. Now due to monetization Scheme more difficulties are being faced by the staff due to lack of proper infrastructure and engaging staff beyond duty hours. All the above issues are agitating the minds of the employees for a long time.
The PJCA after reviewing the situation prevailing in the Postal department came to the unanimous conclusion that to settle the above issues, serious agitational programmes are to be launched. Accordingly the PJCA resolve to implement the following phased programme of action.
PROGRAMME OF ACTION
1. December-7th-2016 -Mass Demonstration in front of all offices and submission of resolution and Charter of Demands to Minister(C) and Secretary (Posts).).
2. Submission of Memorandum:
Submission of Memorandum to Minister by both Secretary Generals between 19th to 23 December, 2016 by meeting personally..
3. PJCA Meeting 23rd December, 2016 Evening (Further course of action will be decided.)
CHARTER OF DEMANDS
1. Settle the demands of various cadres of Postal department relating to 7th CPC recommendations submitted to Secretary, Posts in memorandum dated 08.12.2015.
2. Implement cadre restructuring in all remaining cadres in the Department of Posts and settle the residual issues arising at implementation stage. Finalize RRs in MMS Cadres.
3. Grant Civil Servant status to Gramin Dak Sevaks and grant all benefits of departmental employees on pro-rata basis.
4. Revision of wages and payment of arrears from 01.01.2006 to all casual, part-time, contingent and daily-rated mazdoors and regularization of services.
5. Fill up all vacant posts in all cadres including promotional posts and GDS.
6. Conduct membership verification of Gramin Dak Sevaks and declare the result of the verification already conducted among departmental employees during 2015.
7. Revision of OTA & OSA and fixation of norms for CRC/Speed post and Parcel in RMS and FMC for Postman Cadre .
8. Settle problems arising out of implementation of CSI and CBS.
9. Grant of upgraded 3050 pay scale to Postmen w.e.f. 1.1.1996 as per Supreme Court Judgment.
10. Withdraw “Very Good” bench mark condition for MACP and future increments and holding of DPCs timely..
11. Grant of S D.A. & HCA to the Assam & NE & remove discrimination.
12. Problems arisen out of demonetization Scheme and grant remuneration and off for extra duty and provide proper infrastructure including Fake Currency detecting Machine and Counting Machines.
13. Stop Sunday/Holiday working completely.
14. Discussion on Memorandum of AIPSBCOEA.
15. Declaration of Result of LGO & other LDCEs in remaining Circles.
16. Finalization of Recruitment Rules of AAO Cadre in Postal Accounts.
17. Repairing and Maintenance of Departmental Buildings.

Exchange of Cash limit reduced to Rs 2,000 from tomorrow (18.11.2016)
NEW DELHI: The government today revised certain guidelines for the withdrawal of cash, limiting counter exchange of old Rs 500, Rs 1,000 notes from Rs 4,500 to Rs 2000 starting from tomorrow.
Government also allowed farmers to draw money from banks against loans sanctioned to them to buy seeds and fertilisers in the ongoing sowing season, as it responds to criticism against the move to cancel high-value rupee bills.
Farmers will be able to withdraw up to 25,000 rupees per week against their crop loans, Economic Affairs Secretary Shaktikanta Das told reporters, adding the time limit to pay crop insurance premiums has also been extended by 15 days.
Millions of Indian farmers, however, have no bank accounts and depend on local moneylenders to fund sowing.
"One member of the family, be it father or mother can withdraw upto Rs 2.5 lakhs for a wedding," said Das.
Key takeaways from the conference:
- Government has decided that time limit in crop insurance premium cases will be extended by 15 days.
- Government decides that farmers can withdraw Rs 25000 per week from a/c where farmers receive either by cheque or which is credited by RTGS.
- For wedding ceremonies, upto Rs 2.5 lakh can be withdrawn from the bank account which is KYC compliant.
- For over the counter exchange of old Rs 500/1000 notes, with effect from Nov 18, Rs 4,500 limit will be reduced to Rs 2000 from tomorrow.
- One member of the family, be it father or mother can withdraw upto Rs 2.5 lakhs for a wedding.
- Task Force held a meeting and a road map has been formed to re-calibrate all ATMs; sure that it will be done soon.
- Central government employees up to Group 'C' can draw salary advance up to Rs 10,000 in cash that'll be adjusted against their November salaries.
- Kisan Credit Cards will be subject to same new limit.
- There is enough cash available with Govt, no cash crunch.
- Currency printing presses operating at over 100 per cent capacity.
- Mandi traders can withdraw upto Rs 50,000 per week.

கடந்த 13.11.2016 அன்று மாநிலச் செயலர் பாபநாசம் அஞ்சல் மூன்று கிளை மாநாட்டில் கலந்துகொண்டார். கடந்த 14.11.2016 அன்று புதுக்கோட்டையில் அஞ்சல் மூன்று தமிழ் மாநிலச் சங்கத்தினால் கூட்டப்பட்ட மத்திய மண்டல அஞ்சல் மூன்று கோட்ட /கிளை செயலர்கள் கூட்டத்தில் கலந்து கொண்டார். அதில் மத்திய மண்டலத்தில் கோட்ட நிர்வாகத்தில் எடுக்கப்படும் தீர்க்கப்படாமல் இருக்கும் ஊழியர்கள் பிரச்சினைகள் குறித்தும் அதிகாரிகளின் அத்து மீறல்கள் குறித்தும் ஆழமாக விவாதித்து முடிவுகள் எடுக்கப்பட்டன.
மேலும் புதுக்கோட்டையில் நவம்பர் 15 மற்றும் 16 தேதிகளில் மாநிலச் செயற்குழு கூட்டப்பட்டு அதில் பல்வேறு பட்ட ஊழியர்களின் பிரச்சினைகள் குறித்து விவாதித்து தற்போது பல முடிவுகள் எடுக்கப்பட்டுள்ளன. இவை குறித்த அனைத்து விபரங்களும் உடனடியாக தலைமையகம் திரும்ப வேண்டியுள்ளதால் தற்போதே வெளியிட இயலாது.
எனினும் தற்போதைய ரூ. 500/- மற்றும் ரூ. 1000/- WOS ரூபாய் நோட்டுக்கள் மாற்றுதல் மற்றும் கணக்குகளில் டெபாசிட் செய்தல் குறித்து மத்திய அரசின் முடிவினாலும் , இது குறித்து துறை அமைச்சரின் உத்திரவினாலும் , தொடர்ந்த இலாக்கா உத்திரவுகளாலும் தினசரி பல்வேறு பிரச்சினைகள் ஊழியர்களுக்கு எழுந்த வண்ணம் உள்ளன .
மேலும் ஞாயிறு , விடுமுறை தினங்களில் அனைத்து பகுதி ஊழியர்களும் பணிக்கு வர உத்திரவிடப்படுகிறார்கள். அது போல இரவு 08.00 மணிவரை COUNTER பணியும் அதன்பின்னர் இரவு 11.00 மணிவரை CASH CONVEYANCE , SUB A /CS, TREASURY என பல்வேறாக பணி செய்திட நிர்ப்பந்திக்கப்படுகிறார்கள் . இதற்கு உரிய POLICE பாதுகாப்பு அளிப்பதில்லை. பல கோடிக்கணக்கான பண வைப்புக்கு எந்தவித பாதுகாப்பும் செய்வதில்லை. எழுத்தர்கள், தபால்காரர்கள், MTS , GDS , RMS என்று எல்லா பகுதிகளிலும் பாதிப்பு !
வெந்த புண்ணில் வேல் பாய்ச்சுவது போல, பாதிக்கப்பட்ட பொது மக்களிடம் , துன்பத்திற்கு உள்ளாகி இருக்கும் ஊழியர்களை நிர்ப்பந்தித்து நம் துறை அதிகாரிகள் புதிய சேமிப்பு வங்கி கணக்குகள் துவக்கினால் மட்டுமே பழைய நோட்டுகள் மாற்றப்படும் அல்லது டெபாசிட் செய்யப்பட்டு WITHDRAWAL அளிக்கப்படும் என்று ஊழியர்களை குதிரை ஓட்டி செயல்படாத கணக்குகள் பிடிக்கச் சொல்கிற கொடுமை இந்த இலாக்கா தவிர வேறு எங்கும் நடைபெற வில்லை.
மேலும் போலி நோட்டுகளை கண்டறியும் கருவி அனைத்து அலுவலகங் களுக்கும் உடனடியாக அளிப்பதாக CPMG அவர்கள் நம் மாநிலச் செயலரிடம் உறுதி அளித்து இரண்டு நாட்கள் கடந்த பின்னரும் , பல கோட்டங்களில் குட்டி அதிகாரிகள் LPC போடுகிறேன் என்றும் COMPETING ESTIMATE வாங்குகிறேன் என்றும் FUND இல்லையென்றும் இழுத்தடிக்கும் கொடுமைகள் நடைபெற்று வருகின்றன.
கோடிக்கணக்கில் வரும் பணத்தில் ஒன்று அல்லது இரண்டு கள்ள நோட்டுக்கள் வங்கிகளால் நிராகரிக்கப்பட்டால் அவற்றை ஊழியர்கள் தலையில் கட்டி அந்த வேதனையில் அகமகிழ்வது என்று குட்டி அதிகாரிகள் பலர் கொட்டமடிக்கின்றனர்.
ஞாயிறு , விடுமுறை தினங்கள் மேலும் 08.00 மணிவரை பணி நீடிப்பு என்பதை நாம் எதிர்த்த போதிலும் இதுவரை பணியாற்றிய நாட்களுக்கு கூட எந்தவித பணப்பயனும் அளிக்கவில்லை. பல கோட்டங்களில் இவ்வாறு பணியாற்றிய ஊழியர்களுக்கு குறைந்த பட்சம் TEA , COFFEE வாங்கிக்கொள்ளக்கூட அனுமதி அளிக்கவில்லை. ஆனால் பல கோட்டங்களில் ஆயிரக்கணக்கில் செலவு செய்ததாக 'பாக்கெட்' செய்யப்பட்டதாக நமக்கு புகார்கள் வந்துகொண்டு உள்ளன. S .O . க்களில் பணியாற்றிய ஊழியர்களுக்கோ கேட்கவே நாதி இல்லை என்ற நிலைமை .
மேலும் ஏற்கனவே முஹரம் பண்டிகை தொடங்கி இது நாள்வரை, தொடர்ந்து ஞாயிறு மற்றும் விடுமுறை தினங்களில் ETAIL /ECOMMERCE /SPEED பட்டுவாடாவுக்கு ஊழியர்களை பணிக்கு நிர்ப்பந்தித்தல் தொடர்கதையாகி ஊழியர்கள் கொத்தடிமை ஆக்கப்பட்டுள்ளார்கள்.
எனவே இந்தக் கொடுமைகளுக்கு முடிவு கட்ட உடனடியாக கீழே காணும் இரண்டு கட்ட போராட்டம் நடத்திடுவது என முடிவு எடுக்கப்பட்டுள்ளது.
1. எதிர்வரும் 18.11.2016 வெள்ளியன்று மாநிலம் தழுவிய அளவில் கருப்பு வண்ண கோரிக்கை அட்டை அணிந்து அனைத்து கோட்ட நிர்வாக அலுவலகங்கள் முன்பாக கண்டன ஆர்ப்பாட்டம் நடத்துவது.
2.அதே நாளில் மாநிலத் தலைமையகமான சென்னையில் CPMG அலுவலகம் முன்பாக சென்னை பெருநகரத்தின் கோட்ட /கிளைகளை உள்ளடக்கி மாபெரும் ஆர்ப்பாட்டம் நடத்துதல் . அன்றைய தினத்தில் CPMG அவர்களிடம் அனைத்து பகுதி கோரிக்கைகளையும் உள்ளடக்கி கோரிக்கை மனு அளித்தல்.
3.இதன் அடிப்படையில் பிரச்சினை தீர்க்கப்படவில்லையானால் எதிர்வரும் 27.11.2016 ஞாயிறு அன்று தமிழகம் முழுதும் பணி மறுப்புப் போராட்டம் நடத்துவது.
4. மேலும் NFPE COC மற்றும் FNPO COC யை அணுகி ஒன்று பட்ட போராட்ட அறைகூவலுக்கு வழி வகுப்பது. அடுத்த கட்டமாக கூடுமானவரை JCA அல்லது NFPE COC ஐ அணுகி கோரிக்கைகளை ஒன்று படுத்தி சட்ட பூர்வமான நோட்டீஸ் அளித்து ஒரு வேலை நிறுத்தத்தை அறிவிப்பது என்ற முடிவும் எடுக்கப்பட்டுள்ளது.
இதற்கான தொலைபேசி மூலமான தொடர்புகளை மேற்கொண்டு FNPO COC மற்றும் NFPE COC பொறுப்பாளர்களை அணுகி பேசி வருகிறோம். ஒன்று பட்ட போராட்டத்திற்கு நாம் வழி வகுப்போம்.
மேலும் நம்முடைய சம்மேளன மா பொதுச் செயலர் தோழர். பராசரிடம் அனைத்து பிரச்சினைகளும் தொலைபேசி மூலம் எடுத்துச் செல்லப்பட்டுள்ளது. அவரிடமும் இது குறித்து இலாக்கா செயலரிடம் பேசிட கூறியுள்ளோம். பேசியும் பிரச்சினைகள் தீர்க்கப்படவில்லை என்றால் அகில இந்திய அளவில் போராட்ட அறைகூவலையும் வேண்டியுள்ளோம்.
நம்முடைய CHIEF அவர்களுக்கும் உடனடியாக பிரச்சினையில் தலையிட்டு அவரளவில் முடிந்த உடனடி தீர்வு காண SMS மூலம் புதுக்கோட்டையில் இருந்து கோரிக்கை அனுப்பியுள்ளோம்.

JCA முடிவு எட்டியவுடன் உடன் ஒன்று பட்ட போராட்டம் உறுதி செய்யப்படும். அதன் அடிப்படையில் வலைத்தளத்தில் தெரிவிக்கப்படும் அறிவிப்புகளை உடன் அனைத்து பகுதி JCA தோழர்களுக்கும் கொண்டு செல்லுமாறு கேட்டுக் கொள்கிறோம்.

Sir,
Due to monetization Scheme, there is huge rush in the Banks and Post Offices and the Cap of Rs.24000/- for withdrawal from the S.B. Account has been imposed by the Government of India. It will create more problems to the staff to withdraw the amount of salary from the SB Accounts from Banks and Post Offices and it will adversely affect the work also because everyone will have to stand in long ques to withdraw the amount.
Keeping in view the above facts, it is requested to kindly cause orders to disburse the salary of the staff in cash for the month of November,2016.
