1. Xth Federal Council NFPE.
Xth Federal Council of NFPE is scheduled to be held on 7th,8th & 9th September,2016 at Guwahati (Assam) Regional Co-ordination committee of Assam and NE has started preparations. Reception Committee has been formed as below:
1.Shri Indibar Dewri -- Retired IPOs & Eminent Intellectual - Chairman
2.Com. M.R. Das , Ex. Convenor RCC of P&T Employees, Assam & NE Crcle –Working Chairman.
3. Com.D.K. Deb Nath- Convenor RCC Assam & NE - General Secretary.
4.Bishnu Ram Raha -Treasurer
Notice for Federal Council will be issued separately. Federal Executive will also be held in the F/N of 7thSeptember,2016 at Guwahati. Federal Councilors will be paid TA & TA by their respective CHQs as decided in last Federal Executive. No Delegate Fee will be paid to Reception Committee for Federal Councilors. However visitors/observers will have to pay Rs.1500/- as Delegate Fee as fixed by the Reception Committee.
All General Secretaries are requested to direct Federal Councilors to book to & fro tickets to avoid inconvenience.
2. Confederation: National Conference.
Diamond Jubilee National Conference of Confederation of Central Government Employees and Workers will be held at Chennai on 16th, 17th & 18th August-2016
All India Women Convention of Confederation will also be held during National Conference. All General Secretaries are requested to decide the names of Women Comrades to participate in the Women Convention. Their TA/DA will be paid by the respective CHQs.
3. Celebrate Diamond Jubilee of Confederation.
This is the Diamond Jubilee year of Confederation as it was formed in the year 1956 by our great leader Dada B.N. Ghosh Ex. Secretary General-NFPTE. All are requested to celebrate Diamond Jubilee in each Circle by organizing a grand programme.
4. Confederation Trade Union Education Camp at Dehradun (Uttarakhand)
All India Trade Union Education Camp will be organized at Dehradun on 24th & 25th May-2016.NFPE has already allotted quota to affiliates. All General Secretaries are requested to decide delegates as per quota and direct them to book to & fro tickets. Delegate Fee has been fixed as Rs.600/-
5. May-Day Ist May-2016.
May Day on 1st May-2016 should be observed at all work place.
6. All India General Strikes.
The National Convention of Workers under the banner of All Central Trade Unions (except BMS) and All Independent Federations have decided to organize One Day All India General Strike on2nd September on common demands against the anti-people economic policies of NDA Government Mobilize all to participate in the strike.
7. Indefinite Strike from 11th July-2016 on 7th C.P.C. related issues.
National Joint Council of Action has decided to organize Indefinite Strike from 11th July, 2016. Notice for which will be issued on 9th June-2016. Please mobilize all Postal, RMS and GDS employees to participate in strike and make it grand success.
8. GDS Membership verification.
GDS membership verification is likely to be announced by the Department of Posts very soon All General Secretaries are requested to direct all Circle, Divisional and Branch Secretaries to extend maximum co-operation and full support to enroll maximum no. of members in favour of All India Postal Employees Union-GDS and make it as No.1.
9. GDS Committee.
GDS Committee to review the service conditions and wage of GDS employees under the Chairmanship of Shri Kamlesh Chandra Retired Member , Postal services Board has started function. Memorandum to GDS Committee have been submitted by NFPE & AIPEU-GDS. GDS Committee has fixed date as on 26th May 2016 for oral evidence NFPE with AIPEU GDS-NFPE will present the case before GDS Committee effectively.
10. Retirement of Smt. Kavery Banerjee-Secretary, Department of Post.
Smt. Kavery Banerjee, Secretary, Department of Post is going to retire on 30th April-2016 on superannuation. During her period the relations between administration and staff have remained very co-ordial. Mostly problems got solved with negotiations and she never gave opportunity to staff side to go on agitation.
NFPE HQ extends greetings and best wishes for her peaceful and healthy retired life.

Dr Jitendra Singh urges State Governments to abolish interview for certain jobs
Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh has urged State Governments to expedite the process of abolition of interview for selection to such posts where it is not required. He was addressing a meeting of Principal Secretaries of General Administration Departments (GAD) from different States and Union Territories here today.
Dr Jitendra Singh recalled that Prime Minister Shri Narendra Modi had suggested the abolition of interviews during Independence Day address from the ramparts of Red Fort on 15th August 2015 and the Department of Personnel & Training (DoPT) promptly followed it up by completing the exercise before the year end and ensuring that beginning from 1st January 2016, the practice of conducting interview was discontinued for selection to non-gazetted and junior posts, including C & D Group in the Central Ministries and Departments. However, the provision of skill test was allowed for such posts where a special skill was required, but this skill test was also of qualifying nature.
However, Dr Jitendra Singh regretted that many of the States have yet to make a satisfactory headway in this direction. He said, since today’s meeting was being attended by GAD Secretaries from most of the States ranging from Jammu & Kashmir to Kerala, it is expected that the officers will go back to their respective States with the message to carry forward this initiative in right earnest. Citing the example of States like Maharashtra, Rajasthan and Uttar Pradesh, which has made significant progress in abolishing interviews, Dr Jitendra Singh advised the Secretaries of other States also to try to understand and replicate the same in their respective States.
Dr Jitendra Singh also noted that the provision of self-attestation was adopted by certain States very late and exhorted the State Governments to follow the initiative of preparing a Single Page form for different applications which was started by DoPT on the occasion of “Sushasan Diwas” on 25th December 2015. Dr Jitendra Singh reiterated the government’s commitment to provide work-friendly environment for officers and added that, at the same time, the Centre was also keen that various administrative and governance reforms initiated during the last two years should be seriously carried forward in States and Union Territories because these are in the interest of common man and the poor and, at the same time, aimed at providing level playing field to the youth aspirants across the country.
DoPT Secretary Shri Sanjay Kothari, Additional Secretary Shri T. Jacob, Joint Secretaries of the Department, Principal Secretaries of GAD from different States and Delhi based Resident Commissioners of different States attended the meeting.

Government had issued a notification dated 10th February 2016 regarding rules for withdrawal from EPF Funds by the members. Under the revised rules, the employee was permitted to withdraw the employees’ share from the fund (which is 12% of the wages). However, it was prescribed that the employers’ share of contribution towards the Provident Fund (which is 3.67% of wage) would be allowed to be withdrawn only at the age of retirement (58 years). The objective was to provide a minimum social security to the workers at the time of retirement. It was noticed that over 80% of the claims settled by EPFO belonged to pre-mature withdrawal of funds, treating the EPF accounts as savings accounts, and not a Social Security instrument.
In order to address the issues the amendment stated above was carried out with the consent of Trade Unions and with the intention of promoting a decent accumulation of provident fund for the members at the end of their working lifetimes.
However, considering the representations received from various quarters and after consultations with the various stakeholders, Minister of State (IC) Labour and Employment, Sh Bandaru Dattatreya announced that the government has decided to withdraw the said 10th February 2016 Notification with immediate effect.
Accordingly, the workers are now allowed to withdraw the entire amount from the provident fund as per existing provisions of the EPF Scheme 1952 including the employers’ share of 3.67%.

அரசிடமிருந்தும், இலாக்காவிடமிருந்தும் எத்தனை உத்திரவுகள் வெளியிடப்பட்டாலும், 'மொட்டை' புகார்கள் அடிப்படையில் , அடிமட்ட ஊழியர்கள் மீது மட்டும் நடவடிக்கை எடுக்க நம் அதிகாரிகள் விரும்பு கிறார்கள். இது ஊழியர்களை மிரட்டி 'அடிமைகளாக வைத்திட' ஒரு திட்டமே அன்றி வேறு ஒன்றுமில்லை. பல கோட்டங்களில் அதிகாரிகளே ஊழியர்களை பிளவு படுத்தி 'மொட்டை' புகார் அளித்திட தூண்டுகிறார்கள்.
ஆனால் எந்த ஒரு அதிகாரி மீதான ' மொட்டை ' புகார் மீதும் நடவடிக்கை எதுவும் எடுக்கப்படுவதில்லை - இதுவரை எடுக்கப்பட்டதும் இல்லை. இந்த தவறான அணுகுமுறை உடனடியாக நிறுத்தப்பட வேண்டும் என்று வேண்டுகிறோம். இல்லையெனில், இதுவரை அவ்வாறு எடுக்கப்பட்ட நடவடிக்கைகள் குறித்து தகவல் அறியும் உரிமை சட்டத்தின்படி விபரங்கள் பெற்று மத்திய புலனாய்வு அமைப்புக்கு நாம் புகார் செய்ய வேண்டி இருக்கும் என்பதை இந்த வலைத்தள செய்தி மூலம் தெரிவித்துக் கொள்கிறோம்.
